Ethereum's hard fork Istanbul doesn't cancel difficulty bomb

Ethereum-hardfork-IstanbulToday, on December 7, 2019, a hard fork under the name Istanbul will be held at block 9069000. With this hard fork, Ethereum introduces 6 changes, but none of them affects the mining process of this cryptocurrency. EIP2384 canceling the complexity bomb (increasing block time) was transferred to the next hard fork called Berlin, which is expected to be released in early 2020 and it is rumored that it will replace the mining algorithm from Ethash to ProgPow.
